BLM seeks public comment on proposed Adaptive Management

The Bureau of Land management (BLM) Pinedale Field Office (PFO) is seeking public comment on a proposed adaptive management (AM) change to the reporting requirements for Pinedale Anticline Project Area (PAPA) operators.

This proposal will not apply AM to any decision within the PAPA Supplemental Environmental Impact Statement Record of Decision (ROD); rather, PAPA operators will be required to submit, as a part of their annual development plans, programmed breaks in continuous pad operations. These breaks in activity will be evaluated on a case-by-case basis while circumstances and timing will be considered for any potential effect on wildlife species. Additionally, if a well pad becomes inactive for a period longer than 72 hours, the operator will be required to notify the BLM immediately.

Comments on the proposal will be accepted until close of business on Nov. 15. Mail or deliver written comments to: Pinedale Field Office, 1625 W. Pine St., P.O. Box 768, Pinedale, WY 82941. Comments can also be emailed to BLM_WY_HDD_PD_Mgr@blm.gov or faxed to 307–367-5395. An internal BLM review team will be convened to discuss comments received and determine further action.

Clarifications of existing decisions in the ROD have also been provided in response to several circumstances regarding the use of exceptions and the progression of development activities through various development areas. The BLM has formally established the review process for requests for relief from seasonal restrictions not already subject to specific guidance; further defined the "once on a pad; stay on the pad" concept; and clarified the progression of development activities in PAPA Development Areas 2 and 3 as it relates to the New Fork River corridor.
