The USDA Forest Service has legislative authority to recruit and fill Permanent (Career-Conditional), and Term Appointments under the USDA Demonstration Project. Under this Project, interested individuals need not have present or previous status as a Federal employee in order to apply.
DUTIES: Plans and carries out wilderness maintenance, rehabilitation, reconstruction, and construction projects in accordance with wilderness management objectives and policies, such as directing an ongoing wilderness management project of limited or seasonal scope. Conducts Limits of Acceptable Change (LAC) studies, interprets findings to make recommendations to wilderness management objectives and policies, and suggests alternative methods for meeting objectives and/or policies.
Defines inventory and monitoring data needed to assess wilderness conditions. Performs inventories and monitoring to determine wilderness resource conditions (wildlife, fish, soil, water, vegetation) and proposes rehabilitation plans. Makes budget requests and adjusts program priorities to reflect actual funds appropriated. Initiates public contacts in the field to enhance user's wilderness experience and protect wilderness resources.
Develops and conducts wilderness education programs at Forest Service offices, trailheads, and in local communities. Maintains records of visitor use levels, and types and patterns of use. Prepares public radio service messages and newspaper articles for public education.
Jointly prepares outfitter/guide camp operation/administration plans with outfitters; inspects outfitter operational areas/camps for wilderness plan/policy compliance; takes necessary follow-up action for items of noncompliance; makes recommendations to immediate supervisor relating to wilderness special use permit administration. Issues notices of field violations when violations of regulations are encountered. Conducts investigations, collects evidence and prepares case reports on violations. Serves as a Forest Protection Officer (FPO). May participate in or conduct search and rescue missions in coordination with County authorities.
Assists in preparation and execution of wilderness management plan based on approved direction in the Land management plans. Prepares the annual wilderness operating plan. Implements the Forest's Fire Management Action Plan for wilderness. Monitors and provides documentation on wilderness prescribed fires. Performs fire suppression using techniques which are "light on the land." Provides information and education on wilderness fire policies to Forest Service personnel and wilderness users.
Serves as a project specialist for trail maintenance ore construction/re-construction projects. This includes condition surveys, developing project plans and cost estimates, and making recommendations for improvements. Will supervise crews involved in trail maintenance, trail and bridge construction/reconstruction, and Wilderness Ranger activities.
Will be responsible for maintenance and care of district pack and saddle stock and for operation and maintenance of specialized equipment used in transporting livestock. Provides livestock support for trail crews as necessary including transport of blasting supplies. Provides education in proper livestock minimum impact use techniques, safety procedures, and packing and saddle stock use to backcountry user groups, individuals and other agency personnel. May operate government vehicles on narrow paved and unpaved roads. Performs a variety of technical work in support of the recreation program.
SCREEN OUT FACTORS: Knowledge in proper care and handling of pack and saddle stock. Knowledge of explosives use and an understanding of agency blasting guidelines and procedures. Knowledge of and ability to camp under primitive conditions for extended periods of time in support of wilderness fieldwork and studies.
QUALIFICATION REQUIREMENTS: Grade 5: Qualifying experience for the GS-5 level includes one year of specialized experience equivalent to GS-4. Specialized experience is experience which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Experience requirements may be met by successful completion of a four (4) year course of study leading to a bachelors' degree or the equivalent. Education must include at least 24 semester/36 quarter hours in any combination of courses such as forestry, agriculture, crop or plant science, range management or conservation, wildlife management, watershed management, soil science, natural resources (except marine fisheries and oceanography), outdoor recreation management, civil or forest engineering, or wildland fire science. No more than 6 semester hours in mathematics is creditable.

A. Degree: soil conservation or related agricultural or natural resource discipline such as agronomy, soil science, forestry, agricultural education, or agricultural engineering. The study must have included 30 semester hours in a natural resource or agricultural field, including at least 12 semester hours in a combination of soils and crops or plant science. Of the 12 semester hours, a minimum of 3 semester hours must have been in soils and 3 semester hours in crops or plant science. - OR -
B. Combination of education and experience--at least 30 semester hours (upper division 300 level or above courses) in one or more of the disciplines as shown in A above, including at least 12 semester (upper division) hours in a combination of soils and crops or plant science, plus appropriate experience or additional education. Of the 12 semester hours, a minimum of 3 semester hours must have been in soils and 3 semester hours in crops or plant science.
C. -AND- Qualifying Specialized Experience for GS-9: You have been in a Soil Conservationist position at the grade 7 level for at least one year OR you have one year of professional work experience equivalent to the grade 7 level of federal service performing tasks that include applying conventional and established conservation methods and techniques; developing natural resource conservation plans for land owners, conservation groups and units of local government involving a variety of soil patterns and conservation practices such as contours, terraces, tilling, diversions, etc. Developing for publication, news articles, which are straightforward narrations of facts and are uncomplicated descriptions of conservation practices. D. OR Qualifying Specialized Experience for GS-11: You have been in a Soil Conservation position at the grade 9 level for at least one year OR you have one year of professional work experience equivalent to the grade 9 level of federal service performing tasks such as installing resource conservation practices using a variety of techniques: developing, applying and maintaining resource conservation plans for land users and land owners that involve a variety of soil patterns and conservation practices such as grazing management systems, streambank protection, wetland development, animal waste and nutrient management systems. You have also assisted in managing and prioritizing the workload for the office. You have been involved at some levels with progress reporting, Field Office operations, and business plan development as a part of the field office team. Credit will be given for appropriate qualifying unpaid experience or volunteer work such as community, cultural, social service, and professional association activities on the same basis as for unpaid experience. To receive proper credit for unpaid experience or volunteer work, fully describe your responsibilities and show the actual time (years, months, and hours per week) spent in such activities.
KNOWLEDGES, SKILLS AND ABILITIES REQUIRED (KSAs): KSA Responses are limited to one (2) pages per KSA (anything beyond two pages will not be considered). BASIS OF RATING: Your rating will be based on an evaluation of your experience as it relates to the qualification requirements and on the knowledge, skills, and abilities (KSA's) listed. PAY, BENEFITS, AND WORK SCHEDULE: This is a permanent, career-conditional appointment. Selectee will be eligible for health and life insurance, annual leave (vacation), sick leave and will be covered under the Federal Employees Retirement System, Thrift Savings Plan or Civil Service Retirement System (CSRS). The work schedule is full time (40 hours per week). All Federal employees are required by Public Law 104-134 to have federal payments made by Direct Deposit.
