Title:Human Resources Director
Description:Sublette County, Wyoming is looking for an individual to fill a Human Resources Director position. This will be a full-time position with benefits. Salary range from $75,000.00 to $99,500.00. Please submit a letter of intent and resume to if interested or if you have any questions. Human Resources Director

Incorporates everything that is a part of the leadership hierarchy vs. an HR Generalist which has a more limited scope.

Administers/Oversees the administration of human resource programs including, but not limited to, Talent Acquisition (recruiting, interviewing, hiring, training, retaining); Total Rewards (compensation, benefits); Employee Relations (performance reviews, disciplinary matters, disputes, investigations); Employee Engagement (productivity, recognition, morale); Compliance (federal, state and local laws, OSHA, FMLA...)
Administers various human resource plans and procedures for all organization personnel; assists in the development and implementation of personnel policies and procedures; prepares and maintains the employee handbook and the policies and procedures manual. Ensures compliance with federal, state and local employment laws and regulations.

Leads employee onboarding processes and conducts exit interviews.
Recruits for open positions, screens applicants, drafts offer letters, provides follow-through with candidates.

Drafts and updates job descriptions; assists in classifying positions and/or reclassifying positions as needed

Researches, develops and updates the organization's policies and guidelines to ensure compliance with federal, state and local laws. Maintains knowledge of best practices and regulatory changes.
Plans, develops and oversees compensation and performance management programs.
Works with Department Heads and Elected Officials to develop and implement annual performance reviews.Manages and tracks all employee disciplinary action; coaches, counsels and guides managers before executing employee disciplinary actions in compliance with established policies and procedures. Advises managers on performance management, progressive discipline, conflict resolution and employee relations matters, completing investigations and documentation accordingly.
Responds to employee relation issues such as employee complaints, harassment allegations, and EEOC allegations.

Administers employee benefits programs, answers employee questions, supports claim resolution and maintains related systems. Communicates changes to benefits, deductions, or employee profile to the County Clerk’s office in conjunction with processing of monthly payroll.

Maintains employee personnel files; maintains, updates and distributes the employee phone list.

Reviews, submits, and maintains yearly 1095’s and W2’s.

Maintains and processes all Unemployment Notices of Entitlement and potential charges in a timely, efficient manner, attends unemployment hearings when necessary. Files quarterly unemployment report.
Develops and establishes a library of literature for safety policies and programs with departmental collaboration. These programs must comply with all federal and state regulations and be consistently implemented throughout the county. The safety programs must be closely monitored to ensure the elimination of safety hazards and compliance with OSHA regulations. Files yearly OSHA report.

Negotiates and maintains all county health insurance policies. Reports, maintains, and monitors all workers' compensation case files, follows-up on open cases. Files monthly workers’ compensation report.

Coordinates with the Information and Technology department to maintain an inventory list of equipment and access assigned to employees upon hire and termination.

Ensures that all employees are up-to-date with all trainings to include cyber security and department specific trainings.

Bachelor's Degree in Human Resource Management, Business Administration, or other similar degree.

Minimum of five years previous relatable work experience.

General knowledge of principles and practices of personnel administration and proficient technology skills.

Prefer HR certification: PHR, SHRM-CP or SHRM-SCP certification or willingness to get certified within 6 months of hire.
