Fremont Lake Historical Sign Replaced (posted 8/27/08)
Clint Gilchrist
On Monday, August 25th, Dale Jensen and John Dickie replaced the historical sign at the Fremont Lake overlook.

Over the past couple of years the Museum Board, with funding from the Sublette County County Commissioners, has been replacing the 1960’s vintage wooden historical signs throughout the county with new cast aluminum signs.

Starting with the formation in 1936 of the first Historical Society in the state of Wyoming, the citizens of Sublette County have embraced and honored our history with a determined independence streak. While most Wyoming highway signs have now been taken over by the Wyoming Department of Transportation and State Historic Preservation Office, Sublette County chooses to continue to maintain our own historical signs giving them a unique character. The most prominent feature on all the signs and what really gets people to stop, is the metal artwork across the top made by Big Piney welder/artist John Dickie.

At almost 50 years old, the wooden signs are historic in themselves representing the pride our community has always had in displaying our history. Some of the wooden signs have been given to institutions that will preserve and display them. The old Fremont Lake sign, "The Naming of a Lake" will be displayed at White Pine Ski Area, thanks to Stuart and Mary Thompson.

The new Fremont Lake sign still tells the story of the naming of Fremont Lake, but was modified slightly and more information added.

Museum Board members are appointed by the Sublette County Commissioners. As well as maintaining the historical signs in the county, the board reviews budget requests for public money from both the Green River Valley Museum in Big Piney and the Museum of the Mountain Man in Pinedale, and makes recommendations to the commissioners.

Current board members include Dale Jensen, Sue Sommers, Tim Thompson, Michael Klaren and Elaine Ullery. The next time you run into any of the board members or commissioners, Bill Cramer, John Linn and Joel Bousman, thank them for preserving our history.

Also make sure and stop at the other historical signs replaced within the last couple of years:

"A Pause on a Journey" on US 191 at the American Legion Park in Pinedale.

"Of Cattle and Men" on US 189 at the Sublette County Fairgrounds a couple miles north of Marbleton.

"Sand Springs – A Stop on the Oregon Trail" two miles north of Sand Draw where the Lander Trail crosses US 191.

"Astorian Camp" on US 191, seventeen miles north of Daniel Junction and 1 mile south of the Rim.

"Green River Rendezvous" on US 189 on the north side of Daniel.

Town Council approves releasing Pinedale water (posted 8/26/08)
4800 acre feet to Pine Creek for recreation and fish propagation
At the Pinedale Town Council meeting on Monday, August 25th, the Council voted to release 4800 acre feet of water from Fremont Lake into Pine Creek for recreation and fish propagation.

Dennis Shroeder came before the Town Council during the public comment period of the meeting Monday night to request the Town approve releasing more water from Fremont Lake to supplement the current low flows of Pine Creek for recreation and fish propagation benefit. Shroeder is a member of Trout Unlimited and has come before the town with this same request on other occasions over the past several years. He said Trout Unlimited would be interested in making stream improvements along Pine Creek, but only if they got a "commitment to some water" from the Town.

There was considerable discussion amongst council members on the topic. Ultimately a motion was made and seconded to request the Mayor to make a call for water for up to 4800 acre feet of the town’s reserves for the purposes of "recreation and fish population". The only dissenting council member in the discussion and vote was David Smith. There was no comment from the public on this topic.
_______________________________

Editor’s Note: Because this topic was brought before the Council under "Citizen Concerns", it was not listed on the agenda as a topic that was going to be discussed, and no public notice was given that this important subject might be acted upon. This action can potentially have a huge negative impact on the Town’s water rights. This is a known controversial issue for the Town, one in which a referendum vote was done in 2006 where citizens overwhelmingly voted "NO" to using Town water for instream flow. The circumstances between the two instances are slightly different (the 2006 vote involved a sale of those 4800 acres feet of water rights to the state), however the end result of the possibility of putting the Town’s water rights for this 4800 acre feet in jeopardy are the same. In the past, this topic has generated standing-room only attendance at Town meetings, with local irrigators who own water rights and people knowledgeable in water right law in attendance. This is a complex issue with ramifications that go far beyond making the stream look pretty in the fall for tourism and recreation and wanting more water in the creek for fish during seasonal low flow times. The decision to act upon this request, and not table it and have it occur as an agenda item at a regular meeting with sufficient public notice and advance advertisement in the local newspaper of record, is highly questionable. In our opinion, the way this was handled was not in the public interest of the citizens of Pinedale. - Dawn Ballou, Editor

Last two passing lanes on US 191 to be chip sealed (posted 8/26/08)
Project completion date is October 31, 2008
Wyoming Department of Transportation
(Pinedale) - The addition of passing lanes on US 191 is on the last leg of the project as the contractor chip seals the final two passing lanes on Aug. 26 and 27.

The $14 million project was made possible through the additional funds appropriated by the 2007 State Legislature, and in May 2007, the contract was awarded to LeGrand Johnson Construction Co. of Logan, Utah. The contract completion date is Oct. 31, 2008. Each of the 16 passing lanes is slightly more than a mile in length and the project spans nearly 75 miles in length.

"Doing the posted speed limit of 65 m.p.h., motorists will have the opportunity to safely pass other vehicles about every five minutes when the project is completed," said Theresa Herbin, Public Involvement Specialist for District 3. "The public voiced their safety concerns for US 191, and thanks to the Legislators, we got the funds to do something about it," she said.

WYDOT and the prime contractor are committed to public and contractor safety and urges motorists to slow down and obey the posted speed limits, as well as to be alert and cautious while driving through these construction areas.

Motorists are advised to obey posted speed limits, devote their full attention to the flaggers and changes in traffic patterns, traffic control devices, signing, and lane markings to get through these construction areas safely. They should also increase their usual following distance, move into the correct lane well in-advance, restrict cell phone usage or other distractions, and be aware of their surroundings.

Temporary Road Closure in Big Piney lifted (posted 8/26/08)
Bridger-Teton National Forest
(Big Piney) – The Big Piney Ranger District of the Bridger-Teton National Forest opened the North Cottonwood Creek road again on Friday, August 22 at noon.

Two bridges were constructed on this road near McDougal Gap located approximately 20-miles southwest of Merna, Wyoming. The bridges are in place and the grout in the concrete deck is curing for the required time period. Some clean-up work will continue through the week but vehicles will be able to pass.

This road will be closed again for one day next summer while asphalt is laid over the bridges.

The Bridger-Teton National Forest appreciates the patience of forest visitors during the time the road was closed. For more information contact the Big Piney Ranger station at 307-276-3375.

National Public Lands Day at CCC Ponds Recreation Area Sept. 13 (posted 8/26/08)
Volunteers Needed!
Bureau of Land Management
National Public Lands Day (NPLD) will be celebrated locally at the CCC Ponds Recreation Area near Fremont Lake north of Pinedale, Wyo., on Saturday, Sept. 13, from 8:00 a.m-noon.

NPLD sponsors are asking for volunteers of all ages to help clear brush along trails, repair signs and benches, monitor bluebird nest boxes and bat roost boxes, and install a new interpretive panel at the information kiosk. Volunteers are encouraged to sign up early.

Lunch will be offered to all volunteers in addition to T-shirts and other items. The event is being organized and supported by the City of Pinedale, Sublette County, Sublette County Conservation District, Wyoming Game and Fish, Sublette County School District, Sublette County Recreation Board,U.S. Forest Service (USFS), the Natural Resource Conservation Service, Bureau of Land Management (BLM) and others. Potential sponsors and businesses are encouraged to share this information with their employees.

This year, NPLD will celebrate the legacy of the Civilian Conservation Corps (CCC) by planting over one million trees. From 1933 to 1942, millions of young American men were hired by the CCC to develop public parks, fight fires and build fish hatcheries, fire lookouts, hiking trails and other features on public lands. Many Americans still benefit from the efforts of the CCC.

The CCC Ponds Recreation Area is locally appreciated for opportunities to fish, hike and observe wildlife in a beautiful setting. The ponds were named for the 1930s CCC camp that operated on the shores of Fremont Lake and Pine Creek.

The modern CCC Ponds were developed on BLM and USFS lands with the cooperative efforts of numerous public and private entities. The ponds are located just south of the Fremont Lake Road about five miles north of Pinedale.

If you would like to volunteer, need more information or contribute to NPLD in some other way, please contact BLM Recreation Specialist Martin Hudson at 307-367-5300, or email martin_hudson@blm.gov.

Pinedale Town Council tables business licenses (posted 8/25/08)
At the request of the Chamber of Commerce
The Pinedale Town Council met for their regular meeting on Monday, August 25th. One of the topics on the agenda was the second reading of the new business license ordinance. Many local business owners came to the meeting to speak on the topic. No one spoke in favor of it. Forest Wakefield, President of the Sublette County Chamber of Commerce asked the Council to table the vote on the second reading until they have had a time to hear back from more of their members on the topic.

The Council agreed to table the 2nd reading. They have scheduled a public workshop for Monday, September 8th at 5:30 pm to further discuss the topic with interested members of the public. "If citizens don’t want it, Council doesn’t have to do it," Mayor Stephen Smith told the audience.
